2023年06月09日、欧州官報にて、化学物質の登録や評価、認可、制限などを定めるREACH規則の附属書XVIIに関連して、CMR物質（発がん性・変異原性・生殖毒性物質）を個々に特定している附表（Appendix）を更新する改正規則が公布されました。「追加」された物質については、2023年12月01日より適用されます。

附属書XVIIでのCMR物質の制限
REACH規則(EC) No 1907/2006の附属書XVII（制限リスト）のうち、エントリー28,29,30、いわゆるCMR物質に係わる制限項目の内容を改正するものとなっています。
この制限の対象となると、基本的に物質として、あるいは一定濃度を含む混合物の上市および使用が原則禁止となります。特に一般公衆向けの供給のために使用されることが禁止され、業務用であっても、指定された表示要件を遵守した上で供給しなければなりません（詳細は附属書XVII）。
エントリー28：発がん性物質（附表１、２に物質リスト）：Carcinogen
エントリー29：変異原性（附表３、４に物質リスト）：Mutagen
エントリー30：生殖毒性（附表５、６に物質リスト）：Reproductive toxitant
